Fraud at Exeter City Council

Dear Mr Bradshaw
Breaking news that a Exeter City Councillor is jailed for
fraud and theft of public funds.
Such news provides
context for the administrative environment in which it was easier to falsely
accuse me of being vexatious and unlawfully withhold information
than to provide the information as required and face up to the embarrassment of
their own incompetence and criminal negligence.
Another clear example why the
FOIA 2000 must be saved at all costs.
I appreciate it is the Devon
County Council who are involved in my vexatious claptrap and not the Exeter
City Council, but the City Council are the Planning Authorities for the Rugby
Bridge and the 6 PFI schools; hence the ECC have failed their duty of care.

Countess Weir Allotment New Vehicle Access Road

Dear Mr Bradshaw
The next time you go out on your bike please check out
the new road for vehicle access to the subject title.
I don’t know where the Environment Agency got their Highway Specification from
but the new finished road is totally unacceptable and unfit for purpose.
They have substituted asphalt material with sand. The
makeup of this road is 100 mm of Type 1/803 sub base and 20 mm rolled sand
wearing course. The road is devoid of any asphalt.
This new road will last about 4/6 weeks max. The Romans built better road.
Please be sure to wear your helmet, as I expect quite a
few cyclists to come to grief on this road.
No doubt this road cost several hundred thousand pounds.
Where is the Devon CC when you need them? Is this new road called an AUSTERITY road.

Sir or Madam
I
wish to make a formal complaint against Miss Rachael Kamm from KBW who is
acting for the 2nd respondents Devon County Council ref subject title.
In
particular, I refer to her FORM 3 INFORMATION ABOUT THE SECOND RESPONDENT
CASE, dated 25th Sept 2015.
Miss
Kamm claims my application to the Supreme Court is out of date which is a
deliberate act of deception. The Court of Appeal decision was dated 14th
May 2015 and my Application to the Supreme Court was dated 23rd June 15. It is
not the date of the CoA decision, it is the date of the covering letter
from the Court of Appeal that starts the time limit clock ticking, which was
4 days later.
It
is consistently obvious that my Application to the Supreme Court was well within
the 42 days statutory requirement.
She
also claims, I did not serve a Certificate of Service Notice (SoSN) on the Devon
County Council which is factually incorrect. I
served a CoSN on BOTH the ICO and the Devon County Council. My CoSN to the ICO
was via email and they will surely verify this. I did not email the DCC owing
to my lifetime email ban.
My
CoSN was served on the DCC by a hand carried letter. The Respondents ICO have
not made any such application.
Even
if I did not serve a a CoSN to the DCC, it beggars belief that the ICO have
not contacted them with such an important matter.
Please
also note that Miss Kamm has purposely omitted page 6 to 12 of my SC
application. Why would she do that other than deceptive motives.
One
further crucial omittance by Miss Kamm is that she has failed to inform the
Supreme Court that the As Built Health and Safety Files (ABHSF) have been
published since the Court of Appeal decision, which confirms the Rugby Bridge
has been devoid of any Lightning Protection for the last decade.

“An energy consultant and the wife of a Plymouth building contractor have admitted taking part in a £260,000 corruption scandal at Exeter City Council.Gary Rawlings and Linda McMayon changed their pleas on the first day of what was scheduled to be their trial at Exeter Crown Court.
They will now be sentenced later this month alongside former Exeter City Council housing manager Anthony Bodgin, who has already admitted accepting huge bribes for handing out maintenance contracts.
McMayon is the wife of Plymouth builder Kevin Wingrave, who has admitted paying £262,000 to Bodgin to secure work for him or linked contractors.
Rawlings runs a consultancy in Bedfordshire and received £88,830 from Exeter City Council for work that did not exist and paid a £33,000 kickback in return.
The pleas mean that all five defendants have now admitted their part in the corruption racket which cost council tax payers hundreds of thousands of pounds before it was uncovered in 2013.
The key man at the council was Anthony Bodgin, now aged 65, but formerly in charge of special housing projects and tenant liaison at the council.
Bodgin, of Melbourne Street, Tiverton, admitted a total of eight counts including theft, fraud, conspiracy and misuse of his public office almost two years ago.
Wingrave, aged 52, of Periwinkle Drive, Plymouth, has admitted five counts of conspiring with others to cause Mr Bodgin to commit misconduct in public office.
These related to bribes of £262,000 for fitting roof vents, scaffolding, surveying and other building work.
His partner McMayon, aged 58, of the same address, has now admitted two counts of transferring criminal property. These involve payments of £99,300 made from Wingrave’s MAC Surveying company to an account set up by Bodgin called AB Surveying.
Builder Harold McGirl, aged 63, of Southbourne Road, St Austell, admitted one count relating to a payment of £5,000 to Bodgin to secure a £81,000 contract.
The last defendant to plead guilty was Gary Rawlings, aged 59, of Langford, Biggleswade, who admitted fraud.
He admitted making false representations in an invoice between September 28, 2010 and January 31, 2011, that he was entitled to £88,830 from Exeter City Council for carrying out energy surveys.
Recorder Mr John Wright adjourned sentence to September 25.
In the meantime he is due to carry out a fact finding hearing to determine the roles played by Bodgin and Wingrave in the scam.
All the defendants were bailed and McMayon and Rawlings were told they will not receive immediate jail sentences.”

Dear Sirs
Please see the Newham Council Sports Stadium Safety
Certificate for the subject title and in particular I draw you attention to the crowd capacity of 35,000 in appendix 2.
It beggars belief this stadium has cost £1/2 billion and has
a capacity of a stadium built in the last century.
It is inconceivable that the Stadium will be expected to
have only 35,000 spectators at any one given time, e.g.forthcoming Rugby World
Cup and West Ham home games; hence I call upon the Sports Stadium Authority to
investigate this irregularity regarding the stadium capacity.
