Forches Primary School

As you are aware the 500 plus schools in Devon under the
Devon County Council remit have not been provisioned with any Lightning Risk
Assessment.

I have recently received a Risk
Assessment Schedule for this school along with the latest Lightning Protection
Test results.

The Lightning Test results
confirms the Lightning Protection System does NOT comply with the
BS/EN/ 62305/2011.

Their risk
assessment schedule also confirms the school has asbestos within the building
and does NOT include any reference to lightning.

I have to say that this
particular school is relying upon a generic Risk Assessment ref the Devon
County Council Education Authority ref their form RA03, which at best is unsafe and at worst, unlawful. Risk Assessment shall be site specific.

It must be assumed the other 500 plus schools are also
reliant upon generic risk assessment form RA03 for all risks. This is a very dangerous practice and I call upon my MP to call for a public inquiry
into all aspects of Health & Safety at Devon Schools.

Concerns for public safety at Forches Cross School

Dear Mr Wisken

Further to my earlier email expressing my concerns for the
public safety at your school.

I have just noticed another
serious anomaly on your Lightning Certificate .

In particular, your Certificate of 5/12/13
stated there were many items requiring bonding (ie
equipotentional ) and on the bottom of the sheet it stated (works
undertaken to address).

However, on your certificate
2014 and 2016 the Certificate claim this to be an OPEN ISSUE. Certificate for
2015 was not included.

In a nutshell Sir, your school appears to be deploying
teachers to undertake risk assessment for all facets which is a very dangerous
precedence; teachers teach, engineers and technicians conduct risk assessment.

It is fairly obvious from your LPS Certificates and Risk
Assessment Sheet RA 03 that your school and you in particular are failing
your duty of care to protect the children and staff at your school from lightning and other serious H&S issues, ie,Asbestos, Legionella, etc.

For the avoidance of doubt, I will attend your school
premises and point out these life threatening faults free of charge.

Please see the letter from the
Devon County Council H&S Chief, Margeret Bullock……

I draw your attention to the DCC H&S Policy which is
dated 2012 (see DCC website).

Any reputable public authority would update their Health & Safety policy
every year.

This letter is important because it proves the DCC lied through their teeth to HM Court ref the Dransfield Vexatious Case GIA/30,37/2011
because they were aware that their policy and procedures for pupil safety were
serious flawed if not criminally negligent.

Statutory Inspections of Facilities,
Plant and Equipment

The
Health and Safety at Work Act (1974) requires
that employers
provide a safe

place
of work, plant and equipment. This duty
is extended by specific
regulatory

provisions,
which detail requirements
for regular inspection
and maintenance of

certain
items of facilities, plant and equipment. These items are regarded as

having
particular hazards associated with them.

During
recent visits to a variety of premises
across the council, it was identified

that
a number of statutory inspections have not been carried out in some premises

due
to some confusion over who is responsible for organising the necessary

inspections.
In some cases the inspections
had been carried out, but no records

were
held on the premises. To
assist those with premises responsibilities,
a list of key items that require statutory
inspections and maintenance, normally
carried outmby
an independent, competent
contractor, in addition to the usual
premises or user checks, is attached.
Establishments should identify which items on this
list are present in their
own facilities or premises. For each
item of statutory
inspection, the frequency
requirements is provided and indication
of whether it is the
service, the school,
the directorate, NPS South West or the Council Insurers who have the responsibility
for arranging the inspection. However,
in all cases and regardless of who
arranges these inspections, each inspection must be recorded and a copy retained
at each of the relevant premises.

Vexatious to upset the Saudi Government

Dear Mr Bradshaw MP

Please see the Information Commissioner’s Office decision which refuses a FOIA request
from a British citizen under section 14/1 Vexatious.

Saudi Arabia is not one of most transparent countries in the
World and I doubt if they have any FOIA.

The ICO has used section 14/1 in this particular case
because they don’t want to upset the Saudi Government. Nice one ICO.

Could you please write to the
ICO asking them not to use my good family name when contacting the Saudi government or any other similar despot country.

Dear Mr Bradshaw

Please see this response from Devon and Cornwall Police
(DCP) and rule 550 indicates the DCP have imposed a lifetime email ban against
me for reporting crimes regarding theft and fraud of public funds.

I have just received a Meta Data response from the DCP
via Royal Mail and I was attempting to respond to them via email but it would
appear they have banned me.

Please write to the DCP Chief Constable asking for an
explanation why they have imposed a lifetime email ban against me. I am but a
simple layman and I don’t accept that reporting crime to the police warrants a
lifetime email ban.

I wasn’t aware the Devon Police had imposed a email
ban against me but as you are aware a lifetime email ban has been imposed
against me by the Devon CC, HSE; hence, it would appear there is a wider
conspiracy to pervert the course of justice and deny lawful access to FOIA.

Death of worker on “Not A Construction Site”

Dear Sirs

Please see the attached correspondence from the London
Legacy and the Health and Safety Executive regarding the Balfour Beatty death last year on the 28th
June. Please note the date of the HSE report which was less than 24hrs after
the fatal incident.

According to the HSE and the
London Legacy, the Olympic Stadium was NOT a construction site. There is demonstrable evidence that the Olympic Stadium was one of the
largest construction sites in London on the 28th June 2015.

It would appear there has been
a wider conspiracy by the London Legacy and the HSE and the Balfour Beatty
Group to cover up serious crimes at the Stadium.

Please see the official date of the HSE report dated 29th
June 2015 which was less than 24 hrs after the death. This letter from the HSE
was at best, a conspiracy to pervert the course of justice and at worst,
an attempt to cover up serious H&S failing by the London Legacy and Balfour
Beatty.

It is inconceivable that the HSE could have concluded their
remit in less than 24 hrs……

Moreover and more importantly, the Olympic Stadium is STILL
unsafe and unfit for purpose and the SGSA have turned a blind eye to such
matters. In particular, the Olympic Stadium is STILL non compliant to the
BS/EN/62305-2008 ref Lightning Protection Standards.

The attached Lightning Completion Certificate (LCC) in appendix B is part
of the wider conspiracy to pervert the course of justice. In particular all 29
Earthing Points show a earth reading of less than 1 Ohms. It is inconceivable
that one (1) ohms earth reading could be reached in that location. The
LCC also confirms the Air Terminal were made of PVC. In a nutshell this OMEGA
Completion Certificate is a a fraud.

Any first year electrical engineering apprentice will confirm that PVC has NO
CONDUCTIVE VALUES WHATSOEVER.

To compound the Safety Matters
and internal fraud of the SGSA, the Capacity Crowd safety certificate is only 30K maximum which has been breached already on a number of occasions.

Public safety at the Olympic
Stadium has been knowingly and willfully compromised and the safety of
the Monarch has been compromised.
