Dear Mr Bradshaw

As we now enter the summer we
can expect more frequent thunderstorms.

Please see the BBC report ref the Lychett Minster
school fire caused by lightning a couple of years ago.

As you are aware, the Devon
County Council have failed their duty of care to ensure over 500 school under
their remit have been provisioned with any Lightning Risk Assessment.

Shall we wait for body bags before you do something?

I am somewhat concerned that
the attached report ref the Lychett Minster school has not been taken seriously
by the Devon County Council. In particular, the DCC have failed to provision
over 500 schools with any Lightning Risk Assessment.

I am also concerned that
Lychett School appears not to have learned any lessons from this particular lightning fire.

I am also very critical of this report which fails to
identify serious flaws in the Lightning Protection of the ruined school at
Lychett Minster.

I would like the opportunity to meet with your District Fire
Chief to discuss this report in depth with the hope of improving
safety fire standards at schools and public premises

Dorset County Council

Dear Mr Mair

I note from your last letter to me that you also hold the
position Clerk for the Dorset Fire Authority,hence I wish to take up the
subject title with you as well as the current FOIA for the Coastal Path.

I am deeply concerned for the safety of the Pupils and Staff
of the Lychett Minster School in Dorset because it has not been provisioned
with any Lightning Risk Assessment despite a serious fire at the school which
burned down the Library and Theatre section of the school a couple of
years ago..

Dorset Fire Authority Fire Report confirmed the Root Cause
for the Fire was Lightning but no LRA was carried out on the New Rebuild.

I must therefore assume ALL Dorset Schools have not been
provisioned with LRA. Please confirm the LRA on Government Properties in
Dorset.

I am also deeply concerned that neither Dorset Fire
Authority or Dorset County Council appear to have learned any lessons from the
Lychett School Fire.

In fact, the Lychett Mister Fire report reads more like a
comedy of errors, which is akin to Carry on Firemen.

The Dorset Fire Authority report confirmed the fire was
caused by lightning but the Fire Authority failed to report the quality
of the Lightning Protection System at the time of the fire. It strikes me the
Dorset Fire Authority and the Dorset County Council are ignorant to Lightning Protection
Standards and requirements.

My personal assessment of the Lightning Protection System at
Lychett Minster Schools is the system was installed by cowboys.

Not for one moment am I being critical of the brave
Dorset firemen who attended the Lychett Minster school, but I am most critical of
the Dorset Fire Authority management and the Dorset County Council designers.

Dorset Fire Authority and Dorset Council did not learn
any lessons from the Lychett Minster School and I wish to take up this
issue with the Dorset Fire Authority via their clerk.

There is a similar situation here in Devon where 500 +
schools have not been provisioned with any Lightning Risk
Assessment,which ,quite frankly, beggars belief. Whether or not this anomaly is
isolated to Devon and Dorset, I know not but I would be grateful if you
would forward this letter to the National Fire Chief’s Association.

Dear Mr Bradshaw

I am sure you will recognise this photograph, which is at
the Sandy Park Rugby Stadium, home to the Exeter Chiefs. This photo was taken
last year after the recent stadium improvements.

As you are well aware, I am on record claiming the Sandy Park
and the Pedestrian Bridge are lightning deathtraps and both are unsafe &
unfit for purpose.

This photograph proves without doubt the Sandy Park Stadium
is non compliant to BS/EN 62305 Lightning Protection System (LPS)
Requirements.

The pole which you can see is one of the 4 floodlight towers and is less than 500mm from the Main Stand has not been provisioned
with adequate LPS and in particular potential ground rise and overflash from the pole to stadium and vice versa.

It is also very clear from the photograph that theroof material is a PVC or plastic material to allow optimum
light. However, the stadium design required the roof to be of Metal/Aluminum – to
be used in lieu of Lightning Finals.

May I suggest you forward this photograph to a lightning consultant and ask for a second opinion please? In the event you have no access
to such expertise, I can recommend one of the World’s finest lightning protection consultants, i.e. Mr Ernest NR Duckworth who is based in the
USA and hence maintains independence.

Sports Ground Safety Authority.

Dear Mr Perkins

There is no point giving me any email contact for the Devon
County Council because they have imposed a lifetime email ban against me.
Please see the As Built H&S File (ABHSF) attached which supports my
allegations that the Rugby Bridge is unsafe and unfit for purpose.

I appreciate this is not the ABHSF for the Rugby Stadium but
rest assured the Stadium itself is a Lighting deathtrap. The Rugby Stadium is
non-compliant to the BS/EN 62305/2008 .

It would automatically follow that the Stadium Safety
Certificate has been obtained under fraudulent means.

As you are aware, the Rugby World Cup matches will be played
in the Sandy Park stadium and visitors, players. officials and spectator
safety has been compromised because of Lightning Protection failures.

I would also remind you of similar LPS failures on the
Olympic Stadium which has placed HM The Queen in mortal danger.

The Sports Ground Safety Authority have failed their duty of
care and I would be most grateful if you would give me your line manager’s name
and email please.

Dear Mr Bradshaw

As you are aware, I have raised this particular matter
several times with you before and to date, you have ignored my allegations that
Devon schools are not being provisioned with adequate or minimum lightning
protection systems.

Please see the attached Maintenance Agreement 2010/2015
between the DCC and Norfolk Property Services and in particular, para
15.7 which clearly states that Lightning Risk Assessment WILL be undertaken.
This is a legal requirement under the H&S at Work Act 74 and the BS/EN
62305/2008 inter alia.

There is no particular evidence anywhere on the DCC website
which confirms this Lightning Risk Assessment (LRA) has been
undertaken at any Devon School.

On the contrary, there is factual evidence that Devon
schools have NOT been provisioned with minimum Lightning Protection System
safety and the LRA have been wilfully and criminaly ignored.

In the event that LRA has been neglected and omitted, it
leaves the children and staff at all Devon Schools vulnerable to Lightning
dangers. It also raises the question if the schools are operating in a legal
void and would their Public Liability insurance cover be revoked in the event
of lightning damage at any Devon schools.
