Dear Mr Bradshaw

As you are aware, I have raised this particular matter
several times with you before and to date, you have ignored my allegations that
Devon schools are not being provisioned with adequate or minimum lightning
protection systems.

Please see the attached Maintenance Agreement 2010/2015
between the DCC and Norfolk Property Services and in particular, para
15.7 which clearly states that Lightning Risk Assessment WILL be undertaken.
This is a legal requirement under the H&S at Work Act 74 and the BS/EN
62305/2008 inter alia.

There is no particular evidence anywhere on the DCC website
which confirms this Lightning Risk Assessment (LRA) has been
undertaken at any Devon School.

On the contrary, there is factual evidence that Devon
schools have NOT been provisioned with minimum Lightning Protection System
safety and the LRA have been wilfully and criminaly ignored.

In the event that LRA has been neglected and omitted, it
leaves the children and staff at all Devon Schools vulnerable to Lightning
dangers. It also raises the question if the schools are operating in a legal
void and would their Public Liability insurance cover be revoked in the event
of lightning damage at any Devon schools.
