from Councillor Clatworthy ref Asset Management at the Devon County
Council

have Cabinet responsibility for the management of the Council’s finances,
property and trading units, the use of its assets and the development of its
estates, including the schools’ and education property portfolio, the
development of the Council’s procurement systems and oversight of the Council’s
annual budget setting, medium and long term financial planning, monitoring of
capital and revenue expenditure, year end closure of the accounts and Treasury
Management activities so as to achieve value for money in the delivery of
Council services.”

In
the event that the DCC does not hold an approved Asset Management Plan in place it
would automatically follow that the DCC do not have any Transparency , Accountability or Security ( TAS) in place.

As
MP for Exeter, can you please explain to me how the DCC can hope to achieve TAS
in the absence of any approved Asset Management Plan? If my memory serves me
correctly, all local authorities are obligated to have an approved AMP in place
as an integral part of their Fiscal Audit remit.

I
would be most grateful if you would write to Mr Eric Pickles seeking a
explanation how local Governments can adhere to central government fiscal
guidelines in the absence of any fundamental Asset Management Plan.

In
its current state of affairs the DCC Fiscal and Procurement Department is wide
open to fraud and theft of public funds.

Dear Mr Bradshaw

Please see the attached document from 2009 which clearly
stated the Devon County Council would undertake Lighting Risk Assessment for all schools. As you
are aware, none of the Devon schools under the DCC has had Lighting Risk
Assessment carried out.

As you are aware, such failure is in breach of duty
of care, it is in breach of all Health & Safety Executive guidelines and is in breach of Lightning
Protection standards BS/EN 62305.

Would you be so kind as to write to the DCC
Chief Executive Officer to ask him why this Lightning Risk Assessment has not been conducted,
please excuse the pun.

Still no uncontaminated drinking water

Just in case you are not aware, the school drinking water
fountains are still out of bounds due to the contaminated drinking water
situation, which has been apparent since the school was commissioned in 2006.

It begs the question how is the food being washed, prepared
and cooked?

Please see the OFSTED report for St Peters School Exeter
dated Oct 2013 , which is scathing report of incompetence and neglect by the
Teachers and Local Education Authority.

The fact that St Peter schools has not had any potable
drinking water for the past 7/8Years
– could this be the root cause of the education failure at this school? Poor bloody kids have been dehydrated for
nearly a decade.

I call upon my MP to take this matter up with Michael Gove,
who has the audacity to call himself Minister of Education.

Dear Mr Bradshaw

I must express my concerns for your choice of correspondence,i.e, I note you prefer the use of hard copy correspondence delivered by post.

As a former Environmental Minister, I would have envisaged that you would have used electronic correspondence to your constituents because it is cheaper, quicker and more environmental friendly.

We have over 600 MP’s nationwide; hence, can you imagine the costs for stationary, postage etc, if all MPs chose this mode of correspondence?

Why hasn’t the Government gone paperless?
