I acknowledge and thank you for your letter dated 10th Oct 13 with your provisional decision i.e., “in light if the Ombudsman investigation, the Devon County Council have agreed to reconsider its decision not to correspond further with Mr X”

That’s jolly damn magnanimous of the Devon County Council (DCC), isn’t it?

However, it does not state if they are prepared to remove the lifetime email ban. In your fourth paragraph, it clearly states the email ban will be lifted next July. I don’t accept the email ban is lawful and that’s the first notification I have received about the ban being lifted next July.

The council claim also in para 4, my previous emails were “inappropriate and unacceptable” but they fail to give specific details, and it would appear you failed to ask for specific details.

I refute in the strongest manner your claims that the DCC actions have not caused me personal loss. The general public are (or should be) at liberty to correspond with public authorities as they see fit and my choice is via email because of the time, cost, efficiency, environmentally friendly etc. I fervently believe the DCC email ban is Draconian. I agree with you that is “unfair to set a permanent ban”; hence why has it taken the LGO five years to reach that view?

The DCC are breaching Article 10 of my human rights, but you have failed to identify that breach.

I don’t accept the DCC are treating this matter seriously as they say: “they will consider corresponding with me”

In essence, the DCC have placed me on a blacklist and are gagging me from my legal right to communicate with the local Government elected Officials.

I accept your actions are a step in the right direction, but I fervently do believe the LGO is failing their fiduciary duty of care by not laying down the law to the DCC management, whom are at best, living, in a Draconian period and, at worst, conspiring to pervert the course of justice and to circumvent the Local Government Act74 and the FOIA 200O.

I look forward to receiving a letter from the LGO stating:

1. The email ban is lifted with immediate affect

2. The communication gagging order has been lifted with immediate affect.

I have looked at your website and found one short paragraph that claims that extensive testing of the drinking water is still ongoing hence you have asked the children to bring in their own water.

Can you please confirm that is still the situation as of today’s date 10/10/13?

Why are you asking the children/ parents to bring in their own water? Surely the school has a duty of care to provide free drinking water.

Too little, too late

The World Bank Ombudsman report ref the subject title which I sent you earlier today is too little, too late because too much damage had been done along the 1070 km of the Pipeline between Chad and Cameroon.

The WB are now spending thousands of dollars investigating what went wrong on the Chad Cameroon Pipeline but I must question the honesty, morals and integrity if the World Bank, DFID, USAID, EU Bank and a host of other International Governments and most importantly, Exxonmobil, who have flagrantly and wilfully abused human rights and stolen international funds.

This latest WB inquiry is no more than lip service because the WB ran away from the Chad/ Cameroon Pipeline in Sept 2008. Hence, they officially washed their hands on that Pipeline in Sep 2008.

Please point this out to the current crop of World Bank Board of Directors which included George Osbourne.

Health and Safety Executive’s non-response

Dear Mr Bradshaw MP

I acknowledge and thank you for your letter, in which you state you have now written to the Dept of Energy and Climate Change ref the subject title.

Please check my original complaint to you and you will see I had requested you write to the HSE for a copy of their report into these two collapsed Wind Turbines, not the Dept of Energy and Climate Change! And only yesterday, you complained to me that your staff were too busy to deal with the issues I raised.

Really and truly, I should not need the assistance of my MP on such matters; I should be able to send the HSE a quick email requesting a copy of their report. However, as you are aware, I am under a lifetime email ban from the HSE.
Why do I get a gut feeling the HSE are lying to me?

It beggars belief the HSE have not yet published their report on these two wind turbines which collapsed in high winds in January of this year. Obviously, the wrong type of wind.

I fervently believe the HSE milk this type of incident and there is an urgent need to review the HSE role in such matters. In my view they need to play a proactive role as opposed to their current reactive role.

I fervently believe the root causes behind these collapses are substandard material, poor oversight supervision, substandard design and inferior workmanship.

By the way, I reached this conclusion within seven days of the collapse and less than 24 hrs of a site inspection, hence I can’t wait to see what the HSE claim as the root cause. You might want to ask the HSE how much it has cost the taxpayer for the HSE investigation into these two turbine collapses. A tidy sum, no doubt!

No clean drinking water

Please see the St Peters school website and you will clearly see that extensive water testing is still being undertaken at St Peters school, which contradicts the Carillion statement that all 6 schools have been given a clean bill of health.

You need to kick some doors down at the Carillion and DCC office because Carillion are lying through their teeth about this contaminated water nonsense.

May I suggest you contact OFSTED and ask them why the basic welfare need of free drinking water has not been met at this school for best part of a decade? Shall we issue the kids with jugs and let them go down to the river and get a drink like they do in thirld world countries? You are failing your duty of due care to these kids and you should be ashamed of yourself for turning a blind eye to these life threatening dangers.

I would be most grateful if you would pass on a copy of this World Bank report to the Speaker if the House, the Rt Hon John Bercow because he was the Shadow Secretary for the DFID whilst all these shannagins were going on on the Chad Cameroon Pipeline.

So concerned was Mr Bercow that he raised 60/70 questions in the House of Commons which can be verified in Hanson Answers approx 2003/05.

I am sure the current speaker will raise these series of fraud and malfeasance related to the Chad/Cameroon Pipeline.

Please see the following letter to my Member of Parliament MP Mr Ben Bradshaw which is self explanatory regarding serious malfeasance, fraud and theft of World Bank funds to support terrorism in Chad.

Please check your records and you will find a number of complaints from me to your office between 2001 and 2011 on this subject matter.

Based on the following CAO report I call upon the World Bank to hold Public Inquiry into my claims on the Chad Cameroon Pipeline.

The Chad Cameroon Pipeline been operating in a legal void since 2003 with the full knowledge if the World Bank and the CAO in particular; hence, now a criminal investigation is required.

Moreover and more importantly, the legal voperation is expected to continue for at least another 30 years.
