How can Sodexco be paid for 3 schools funded by the Government?

Devon County Council have awarded a £20 million, 5 year
contract to Sodexco for the maintenance contract of their 6 PFI schools.
However, 3 of these PFI schools are now Academy schools; hence they get direct
funding from Central Government.

According to the Chancellor of
the Exchequer we are one trillion pounds in debt. I think you will find it
is £1.5 trillion because the PFI/PPP contracts Plus a multi
Million Pound repair bill for schools which collapsed in the breeze)

No doubt the Shadow
Chancellor will correct him of this minor arithmetic error soon
enough. I also note with a wry smile an additional 17% is being given to the
DFID Mafia for overseas aid.

FOIA Convention

people from the UK ICO attended this convention. According to these press
releases, the FOIA needs strengthening across Europe. I don’t subscribe to this
argument; there is nothing wrong with the UK FOIA only the people who are
running it, who are dishonest and willfully blind.

Olympic Stadium still unsafe

Ladies and Gentlemen of the
London Assembly

I wish to inform the London
Assembly (LA) that the New Olympic Stadium (NOS) is unsafe and unfit for purpose
because it has not been provisioned with adequate Lightning Protection System
Safety (LPSS) and is non-compliant to the BS-EN 62305/2008.

Over the past 2/3 year period I
have alerted all the oversight authorities on the stadium including the Mayor’s
Office, London Legacy Authority (LLA)and UK Sports Stadium Safety Authority and
to date all of these have turned a willful blind eye.

The principle contractor, Balfour Beatty, is fully aware of
this serious safety matter, but has also turned a willful blind eye and claimed
they have bonafide Lightning Protection Certificates (LPC) for the stadium. I
can confirm I have had sight of such LPC’s but I can also confirm such
LPC are fraudulent.

My allegations can be be
verified by a simple 10 minute ocular inspection of the roofing materials which
are non-metallic, hence, of zero electrical conductivity value for the
dissipation of lightning strikes/charges. In order for the lightning
protection to work effectively on this stadium all the roof material shall be
metallic to conform with BS-EN 62305.

A simple, 5 minute ocular inspection of the project Lightning Risk Assessment document will confirm the playing area, track and a large percentage of the stadium area was not protected with any Lightning Protection System.
Balfour Beatty claim that the Stadium has a Farraday Cage principle
Lightning Protection System in place. More like a birdcage.

The worst case scenario if the stadium is struck by lightning during an event is several hundred or thousands could be seriously injured or killed. The roof design and manufacture would not withstand a heavy snowfall either.

To compound matters further, the crowd capacity for this stadium stands at
35.000 at this juncture, which is regularly surpassed. See the Crowd Capacity
Certificate issued by Newham Council. The Lightning Protection has been
willfully and knowingly compromised by Balfour Beatty as a cost cutting exercise
to limit the Roof Steel Design. Most second grade school children will confirm
that Roofing Material can be used in Lieu of Lightning Finnial but they must be metallic. A quick perusal of the all the roofing material will confirm they are
PVC /Polycarbon which has zero electrical conductivity.

It is, therefore, hardly surprising the stadium budget has
gone through the roof. So will the lightning because there is nothing to arrest
it. My synopsis of these LPS failures and irregularities are supported
by one of the World’s finest lightning experts in the US, and I can forward
his contact details if you so wish.

I call upon the London Assembly
to alert HM The Queen and to ensure HM the Queen and other royal member resist
attending any function at the New Olympic Stadium. I have also serious concerns
for the remaining structure in the Olympic Park. Balfour Beatty are
notorious scoundrels for cheating on Lightning Protection Measures. I have
included the Balfour Beatty National Safety Manager Mr conductivity valves of PVC/Polycarbon.

In short, the Olympic Stadium is a lightning catastrophe timebomb and public safety has been knowingly and willfully compromised.

Dear Mr Bercow and Mr Bradshaw

The safety and welfare of the schoolchildren attending the
20+ Private Finance Initiative schools in Edinburgh has been compromised, despite the recent
publication of Mr John Cole’s report which I sent to you earlier
today. I say this with the greatest of confidence because Mr John
Cole’s report page 128 para 8.2.9 to 8.2.13 confirms that all these PFI schools
are devoid of any As Built Health and Safety Files (ABHSF)at this juncture.

It would appear from page 128 that Mr John Cole MBE is not
conversant with the correct terminology of As Built Health and Safety Files as
defined in law, i.e., the Construction Management Design (CDM 2004/07).

It is a statutory obligation for all PFI Schools to hold a copy of the ABHSF on the premises. It would
automatically follow the recent remediation works ref wall ties and wind posts were not carried out in accordance with Building Regulations and the
CDM.

I have purposely addressed this message to both of you
because I know Ben Bradshaw will throw this message into the trash box and John
Bercow will ignore it, but I am on record bringing this paramount evidence of wrongdoing on UK PFI schools.

I would suggest/recommend you elevate this matter to the
appropriate oversight management please.

No doubt the Exeter PFI Schools are also devoid of any ABHSF
and that’s why they connived and colluded with the ICO to return a
vexatious exemption by the FTT EA/0152/2011.

Oh what a web we weave when we set out to deceive.



Edinburgh PFI schools unsafe

Dear Mr Bailey and Mr Paul Arnold

In light of the breaking news from Scotland that the PFI
schools in Edinburgh, which blew down in the wind, have been officially
reported as unsafe by Mr John Cole’s report, I now ask you to reconsider your
vexatious decision last year against me ref the 6 PFI schools in Devon.

It also behoves your duty of care to contact the First Tier Tribunal and Upper Tier on this matter.

As you are aware the Devon
County Council refused my FOIA request for the As Built Health and Safety Files
on the grounds of a vexatious exemption, and the ICO upheld that vexatious
decision.

The only way to rebuild the public confidence in Devon as to whether or not these 6 PFI schools are
safe or not rely upon the release of the As Built Health and Safety
Drawings.

Please revisit your decision based on Mr John Coles’ report
in to public safety at PFI schools.

Ridiculous staffing levels at the Information Commissioner’s Office?

Dear Sir

According to the ICO published records for their Decision Notices
(DN) the ICO has completed only 34 DN this month and 35 for last month.

I do not accept such totals warrant the huge staffing Levels
at the ICO.

Moreover and more importantly, their total DN numbers have
had huge discrepancies for the last two weeks.

I call upon my MP to write to the Minister of Culture and
Sport and the Lord Chief Justice protesting on my behalf about the
ICO workload. The average total of Decision Notices for last year was 100 per
month. What is also very alarming is the ICO has no idea how much each individual case costs the public purse.

I believe every FOIA case which
passes through the ICO should be given a cost centre control ref number and
then the ICO would be able to identify total costs of individual cases.

I am also alarmed to learn the
ICO does not operate either ISO 9000 series QA/QC or ISO 1400
Environmental. It would appear the ICO is allocated a lump sum each year
say £15 million pounds to run their organization and there is no fiscal accountability
or ring-fence. The ICO has no QA/QC controls and for the last decade the
ICO officials have been able to claim expenses without receipts. They are
also still non- compliant to the Register of Interest laws.

I am of the opinion the ICO is in need of a good shakedown to improve quality of service
for the general public.
